'Summer has gone and still Tesco has not submitted a planning application..They promised last year that they would move on early this year. But six months after their glossy brochure appeared, the Eversheds site continues to deteriorate and the supermarket refuses to even talk about selling up so we can do something useful about the land.'

This may be a case of cunning strategy or happenstance or just the way large corporations do things - I predict the Tesco application will be dumped on the District Council just before the HelioSlough railfreight inquiry opens in November. With the complex major application recently re-submitted by Oaklands College*, an already overstretched planning department will have the luxury of 8 weeks to deal with the application; if they exceed this ridiculous deadline, Tesco will be entitled to go straight to an appeal against non-determination.
*Oaklands consultants cocked up the first attempt, withdrew the application, then had another go. The revised application has already been condemned by the vigilant Civic Society as deficient or plain misleading.
